Do offenders, of any nature, only become offenders at 18?

Because its the policy of the association we are all members of. We all signed an AA form which said amongst other things
"I agree to work within the policies and rules of the scout association and its code of behavior and advice on child protection"
If I was a member of another association, Guiding perhaps and signed a similar form I would follow their policies.
Personally when I have an issue with SA policy I contact them and reason my arguments. If its a policy which is unclear I ask them to clarify it, update POR issues factsheets. One of my preferred sayings when I am trying to get people to similarly have their voice heard is "If you think you're too small to have an impact, try going to bed with a mosquito."
If I did not agree on a policy and could not stomach it I would leave.
I don't necessarily agree with all current policies, who does. However I disagree far more vehemently with our education system and the nature of some of the teachers that work in it. My 4 children and many others will be far more affected by the chaos we currently have in that system presently, so my energies are mainly focused on that and they will be for the next 13 years.
One question which I don't think I have seen an answer to and is still troubling me;
16 year old Guide wants to become a YL, she needs a CRB check according to GA rules. It comes back with a failure so she can not become a YL, can she still remain as a member of the guide association but just not become a YL? Anyone know?
