Careful - you're almost right but this could trip you up.
You can drive a bus under those conditions if the *plated gross
vehicle weight* is under 3.5 tonnes (or 4.25 tonnes if there is a
proper wheelchair lift fitted). Thus, you can either always (under
those conditions) drive a specific bus or never.
You need to check the works plate of your bus and find out the GVW.
If it's 3500 but ends up over that when full of Explorers, it's
illegally overloaded and *nobody* can drive it like that. If it's
4500, which is more common for 17-seaters, particularly the ubiquitous
LDVs, you cannot drive it *at all*, even empty.

long conversations with the govt departments recently... (need to get
this in writing)
they told me it is kerb weight plus load... so it would be a matter of
going to a weighbridge to check.
