Which is certainly an "if". We will know for definite when the SA
release their processes! But I do take the view that a situation
where ISA registration wasn't required if operating under supervision
would make it a useless concept, and I don't see any reference to
things being different for an under-18 and an over-18 in the Act,
other than that it does not apply at all if under 16.

The questions I would ask is what was the intention? What problems is it supposed to solve and what did they want to do by the introduction of ISA? I understood that it is about protecting the vulnerable, about consolidating lists and making checking easier to provide stronger safeguards to children and vulnerable adults. So we should ask does checking 16 year olds on a youth training scheme help achieve those aims? If not then is this an unintended consequence or a misinterpretation as it obviously wasn't what was intended as there wasn't a problem there that need a solution.

Or get the Law changed, correctly interpreted, amended etc.

I did think of that one over lunch. And I expect that that is exactly
where they are aiming. But if it turns out I'm right then we will
have to comply with it, while perhaps protesting against it by legal
means if it does prove utterly impractical.

No doubt we can do it if we have to but that isn't the point. We will waste time and effort and more particular the time and effort of volunteers who could be doing something more useful as well as wasting government resources and money in performing unnecessary checks. All that for no gain at the end of the day which makes it a pointless exercise unless we are being driven by some one sitting in an office somewhere who has lost touch with the real world.
