interpreting 14 as 14 years 11 months and 30 days.
You are not making the rules but you are not reading them as intended
either.

That's not quite right. There is an 18 month transfer window which can
be used if it's felt (in the best interests of the yp) necessary and
with good reason to do so.
Sure the rules don't explicitly say that, but that is clearly, imo,
their intended meaning.
If there's no good reason, there's no transfer window and the yp
should transfer around their 14th birthday

The core age is 14 to 18. A young person can move into Explorers at 13.5
if
necessary and you need no authorisation to do this. The reason could be
anything that you wish.

No, I agree, however it appeared that someone was looking for reasons and I
was saying that if the needs of the YP were being looked after then it was
OK. But not just a Leader wanting nearly 15 year old Scouts.
There must be a good reason and that reason must be centred on the yp.
As I said a good reason in this instance could be:
a. the 13.5 yp is a member of an older friendship group (maybe because
they are young for their year-group) and wishes to transfer at the
same time as his/her friends.
or
b. the 13.5 yp has completed their CSG award and is now looking for
extended challenges which can't be provided by the troop programme.
This is a 6 month early window.
The scout programme is specifically designed for the 10.5 - 14 age
range. The explorer programme is specifically designed for the 14 - 18
age range.YP should be in these programmes when they are at these
ages.
Staying on in the troop to 15 really should be the exception not the
rule (or anything else!)
Totally agree.
Al is quite correct in stressing the importance of yp transferring
reasonably close to the core age ranges. The so-called transfer window
is to be used in the best interests of the yp when there is good
reason to do so.
I agree again.
What I didn't agree with was the fact that Al was saying that the only
reason to keep them over 14 was SEN etc and that is not the case. The reason
are those that you have quoted above.
