The core age range for the Scout section is 10.5 to 14 but a child can be in Scouts from their 10th b'day to their 15th b'day (POR 3.9h)

That "flexibility" for SEN or disabilities is to keep them in Scouts past their 14th Birthday, but you appear to be asking it is allows them past their 15th Birthday as well?
