Scout at fifteen.
Are there any valid reasons, other than special educational needs, for
keeping a child in Scouts beyond its fifteenth birthday? Any examples of
where this has happened?
My reading of POR (3.11b) and FS250045 suggests that flexibility is
limited to those with SEN or disabilities.
