I just find it astonishing that somewhere someone is being levied only
£18! (Most likely the HQ levy, £18.60, if I'm right) The district has
no costs to support? The county has no costs to support? Or are these
costs more than supported in some other way? Must be a couple of good
fundraisers or a tap into sufficient grants/funds.

Astonishing!

Our County charge a levy of about £8.50. This should give them an income of
£80,750. I don't know exactly it is split down but I do know that the WB
Training Modules are free at source and some other Training is subsidised. I
know that the DCs and County Team weekend in Scarborough costs about £4,000.

Our District does not currently charge a Levy - possibly because people
questioned the bank balance. The camp site is also supposed to put some
funds into general funds but I don't think that has happened recently and
the DC is not happy about it. There are 2 other fund raising efforts in the
District too.

I don't know what other Districts spend their money on but here there is not
a lot of expenditure supporting the Scouting Programme in the District
