Some Scouts do have jeans as their uniform - France appears to from pictures
I have seen.

But I agree that if you are wearing it you should do so properly.

Many of the overseas Scouts at the Jamboree wore their Uniforms through out the event and yes they did wear it with buttons undone etc. when using it for normal activity wear or just walking round the site. They lived in their Uniforms and it would have been impractical to have had all the buttons done up when most of the UK Contingent were just in polo shirts or T shirts. Those in Uniform were easily recognisable as Scouts, ours were not so perhaps it is better to be seen than to be smart. I also noticed the visitors who came in Uniform, they looked most uncomfortable walking around all buttoned up so perhaps the other do have it right.
Paul,

Well I witnessed all varieties, some were smart throughout the 10 days others not so and would have been better off with civvies on instead. As an item of clothing a day person, I can not imagine how many times some of those UK contingents t-shirts were washed or worn again and again, likewise for the uniform shorts from some contingents. Perhaps they were not working(sweating) as hard as I was. However of those contingents which wore their uniforms smartly everyday, I wonder if there is still some nature of para-military links in their home organizations. One of my newly acquired South American friends mentioned it use to be the case in his country, and one of the things they did to break the link was to completely change the uniform.
