Yes once again the old question. sorry if this one has been covered
but it came up at a recent camp. The subject of atheist being members
was hotly debated by leaders, someone said that they were Buddhist,
and would the fact that Buddhism does not have a God and is only a way
of life, be supported by the Scout Association as a religion
Buddists have our own version of the promise so the SA very much supports
Buddhism as a religion.
Regarding atheism, this depends upon the 'flavour' of the atheism (ie denial
that a god exists or just not caring). The meaning of atheism ranges from a
belief system to an apathetic stance.
I call myself an apathist; I don't care if there is a god(s) or not.
Buddhism supports the idea of scouting and even accepts dumping Buddhism and
adopting another belief system which could be the Scout laws. A person could
do worse than take the Scout laws as a life guide.

"Believe nothing merely because you have been told it.
Do not believe what your teacher tells you merely out of respect for the
teacher.
But whatsoever, after due examination and analysis, you find to be kind,
conducive to the good, the benefit, the welfare of all beings -- that
doctrine believe and cling to, and take it as your guide."
