I quite agree. The Ten Tors looked to be superbly organised. So much so that as soon as it was seen that no-one was at risk, it disappeared from our news screens. Surely that is a sign of a well managed large event handling an exceptional circumstance?

Exactly, they did the RA, put plans in place and kept the paperwork information overload to an absolute minimum, when things started getting to trigger point eveything happened like clockwork.

Are you sure? Minimum paperwork does not sound like something that the British Army, and indeed anything where Schools are likely to be sending their pupils, would be involved.

I would expect extensive documentation to be available - should it be required - and very detailed plans of what to do in just this situation.

The fact that *you* didn't see the documentation, does not necessarily mean it was not in place.

My expectation is that for the event that started this discussion, a suitable amount of documentation for its Risk Assessment is in place. The only mistake here is that someone took the decision to send it *all* to every group involved regardless of whether the particular document was relevant to them or not.
