Wrong again, Ewan, at least from the point of view of the CRB itself.
Marc was correct, to quote from the CRB website;
"This service enables organisations in the public, private and
voluntary sectors to make safer recruitment decisions by identifying
candidates who may be unsuitable for certain work, especially that
involve children or vulnerable adults"
So to say the CRB is not about recruitment is just plain wrong.
It is not an aid to recruiting, it is an aid to security. Having a CRB
check system in place does nothing to attract people. It therefore is
not an aid to recruiting itself but to the vetting process - despite
what you have quoted above.
