Reserves should only be those reasonably necessary.Thats fine if there
are no potential liabilities and of course if the group starts up
again they could expect it back.
Conversely if another group folds and / or has debts that can't be
met , those go to the district as well, would the district have the
resources for that, or do you surcharge all the other groups.
We've got reserves for several years' worth of expenditure. The
problem I tend to find is that Groups with property (and hence the
possibility of significant liabilities) follow a prudent approach to
reserves - however, District tends to assume that they don't, so that
there is a doubling up of reserves. Given that all these reserves are
resources taken away from front line Scouting, then this is probably
to be avoided.
