Good question. We only need unspecified reserves in case of financial
commitments that are unplanned where we would not have time or income to
meet those commitments in other ways. So those who think that we need a

Absolutely, although it is possible to have one reserve that could be
used to meet more than one possible scenario on the basis that they
unlikely to all happen at the same time. We still need to identify what
and how much though.

No, if it designated then dipping in is not allowed.

I would not only cap District/ County levies, but also cap reserves
that can be held.

So at what level would you place the cap? Unless the money is for a
purpose how do you decide how much is enough? Someone is bound to
suggest a year or twos income. But what circumstances are there in
which you will need a year or twos income to spend when there is nothing
coming in? Whilst it may appear prudent to have a reserve one should
really know why it is there.
