out to competition/ tender? They might want to, but would they have to?

I would suggest that if you have someone that you know you can work with, who does a good job, produces the right result and who can work with you that you stick with him. Whilst we want to be fair and open it is no good getting the cheapest quote and ending up building something that you not happy with.
