Not everyone can be a blood donor.
Have you had surgery in the last year or so, recent ear piercing, tattoos, been abroad?
People often take offence that they cannot be a blood donor.

Last time I offered I was told that my medication excluded me as anybody that sick to need that cocktail was probably beyond saving! :)
