Nights away Consultation Document

I have noticed online the Nights away Consultation Document online, shame
they cant do this with all rules they seem to give us,

One of the clear definitions state that :

When does the permit holder need to be on site?
At any point when the nights away element of the event is taking
place.
Does this include when a passport is being used??
Will there be clearer information about how to gain a NA permit (outside
of doing M16)
