Unless fellowship members can be under 18? that would solve all the
problems... i'll have to check...

That is/was a very different situation. We can have explorers who turn
up on an infrequent basios and we ask that they pay capitation, plus
their membership fees.

To have their peers turn up for possibly just as many events and
activities and NOT pay fees is palplaby unfair. You make a fine
distinction between these "non-Scouts" and those who play by the book.

I actually have an issue with Leaders who bring their kids along to
every meeting and activty but the kids refuse to join Scouts, yet do
everything anyway. That's not right. They should join up, wear the
uniform and pay as they go. How each group deals with subs for
leaders' kids is up to them. At least that way whatever approach is
taken shows up in the accounts and if people don't like it they can
have their say. Should they choose to waive fees then that is up to
them, but to have kids along on any regular basis and not have them as
members is not quite right.

I'm all for encouraging people to join/ remain in the movement/ help
in whatever way we can, but having a situation where kids who could
and should be inside the movement are allowed to "play" but remain
outside, isn't right.

I must try and remember that when people read posts they often put in
their own inflection. I was being frank.
