If this is REALLY an insurance reason and not just somebody's idea of a
joke then change insurers! get somebody willing to take the risk or at
least give us the option of taking extra cover!
It seems to be that the Insurers are always bowing to the claimans or
compensation seeker and not the views of the policy holder.
No one has actually said that this has anything at all to do with insurance (unless I missed something). I would suggest that someone has looked at the ratios for each section and thought it would be a good idea for Scouts to also have a ratio so they have just extrapolated from Beavers and Cubs to Scouts. It is going to cause real problems and needs to be re-thought.
