We have done this too - as you say it is against the rules but needs must
especially when you are looking at carrying £100's on camp.

To try to minimise any problems we transfer the cash as near camp as
possible and get the recipient to sign to say that they have recieved the
money and the purpose of it.

Not sure that it would stand up if anything went wrong but at least we have
taken action to try and minimise it. If you carry a few hundred quid in your
wallet on camp what is the difference? and what happens if you loose it, who
is liable.

At least with a cash card and cheque account there is paperwork for
everything and we get reciepts.

Whilst we shouldn't do this I believe that it is all a matter of reducing
risk, and it is no different to a group giving me £1000 to go and buy new
equipment, I could carry the cash or I could put it into my bank account and
write a cheque of pay with a card.

I think that what the rule in POR is referring to is that as an individual I
must not operate a personal account for the section which is different to
being given the money which must be accounted for in relation to a specific
event or purchase.
