I don't think that's conjecture, that's just fact.

The cockpit is not a good place to store anything,
because it's exposed to the elements (including the risk of getting
trampled on) and can get in the way.

I'm not talking about permanent storage, just sticking the handheld
VHF,
a single flare & maybe a small epirb in the
suntan-lotion-and-ginger-snaps cockpit pocket at night, that's all.

Mind you I've seen little evidence that flares are of much use full
stop. A RORC pack is about the same price as an EPRIB or three times
the cost of a Handheld VHF (which can be used day to day). If I had to
list those in effectiveness order I suspect it would be Handheld first
(you can use that to prevent an incident, not just report it) EPIRB,
with Flares last. I suppose you could argue anti collision flares
might have some purpose but I bet ships keep a better VHF watch than
they keep visual watch.

and the handheld in the chart table aren't going be
immediate use to a solo night helm.

Or even just getting a slot in a marina. It's just a handy thing to
have in arms reach. It _might_ save your life, but it will certainly
save you a lot of climbing up and down. If range is a problem in any
instance you just go down the the main VHF.

In the case of the Ouzo, probably better than anti-collision flares would
have been a good spotlight shone alternately on their sail, and on the
ship's bridge.
