Not necessarily.
The number relates to a connection, not a computer, which many computers could be sharing. For
example, any IP that resolves to a ".gov" server could have come from any one of many computers
sharing that connection. There could be dozens, even hundreds of computers giving that IP
number - and one user may have no knowledge of what another has sent.
However, in Robs case, we are talking of an ISP connection which will most likely be to a home
address. The IP will relate only to computers at that address sharing that connection.

Same IP number, same version of Outlook Express.
As an IP number can only be allocated to ONE connection at any one time, the above suggests
that both messages come from the same place.
Of course there are dynamic IPs, like mine. However, if he had disconnected from a dynamic IP
and, by some incredible chance, someone else with an interest in this group with the exact same
newsreader just happened to be assigned it as he connected, Rob would then have a different IP.
When Rob posted just 2 minutes after "duckie", he still had the same IP number...
