First of all you need to qualify the term "testing", exactly what do you need to know about the
CB?
If you simply want to know if one works, all you need is the CB, antenna, power supply and a
mouth. If nobody is on in your area, a second CB will sure tell you if it is working. To
check the antenna, just get a SWR meter.
If you want to test CBs and their power output, I would recommend a dummy load (which can be
made) and a power meter.
If, by "testing", you mean find what is wrong with it, I would suggest just any oscilloscope
that covers the frequency range you will want to test. However, while most engineers may have
an oscilloscope sat about, it will rarely be needed for CB "testing" or repair. First of all,
I would make sure you have a decent multimeter as that would be used more than an oscilloscope.
What concerns me is that, as you need to ask what 'scope to get, you may not really know what
it does, how to use it and how to interpret the readings... will you know what that wiggly
green worm is trying to tell you?
If you want to know more, give us a little background about what the purpose is and what you
know about CB, testing, repair, etc.
