Surely it is 'actions' and 'situations' he is reserving the right
to act on,
not nudity? How could he act on nudity alone. As he says, per se it
is not
illegal.


The 'action' of being naked, the situation that has been caused by
being naked, will be dealt with - ultimately changing / banning /
stopping / re-routing the protest - otherwise the protester(s) will
have caused a BotP or some such offence. In other words, it's not
being naked but what has been done whilst naked that will be illegal.
