Depends.

If the DMS is "managing" the scanning fully, then it'd be a corp-wide.

But if, as is more likely, the docs are being scanned manually or semi-
manually then saved into the DMS, no, it'd be user - although I'd really
like to be seeing some decent procedures defining that.
