It would seem some nasty has loaded itself on to my PC as a result of
me ... having Norton Anti Virus present
First off, if you've got an analog modem cable, unplug it RIGHT NOW.
Then uninstall Norton. Seriously. It's borderline malware in it's own
right.
As I'm not very technically minded when it comes to PC stuff can you
explain why there is such a problem with Norton? I haven't uninstalled
it yet and having read the link posted by Mr Fisher I see it can be
something of an involved task.
Bob the Angry Flower sums it up best.

It's just a lousy product - not only do the charge to do a worse job of
actually finding and removing viruses than other products do for free,
but it's much more resource hungry and unreliable.
I've done the Spybot thing and had to run it three times but I think
I've just about fixed things. There were several problems - Virtumonde
cropped up a few times and others whose names I can't recall. Spybot
says it has removed everything but the system is not quite behaving
properly - Internet Explorer won't load other than via the Favourites
list.
You're heading for re-install time, I think...
When you've got it up and kicking again, use Firefox instead of IE and
log on to Windows as a non-admin user unless you REALLY need to do
things which need admin capabilities.
Again for a non techie can you explain why, in simple terms, you
recommend this?
Using the machine as a non-admin user restricts to a certain extent what
any malware is able to do.
