Regardless of the safety aspects, I'd happily have the things banned on

Nothing worse than listening to business people on trains yacking on and
on and bloody on about how self important they are and bossing their
underlings around.

It may well appear that way to you, but one of the supposed advantages
of travelling by train is the ability to work. Seeing as my job
pretty much consists of communicating with other people, using the
phone is a significant part of it.
