1. What's the deal with unlocking the mapping data? Will I be able to

The maps unlock by region and AFAIR the Quest comes with maps for Europe so
you should have an unlock code for the maps that come with it. If you elect
to pay the yearly Garmin tax to get the latest mapping, I think it's USD75 +
VAT for Europe. At least that's what I paid for getting V9 for my 2610.
2. It looks like the normal mounting kits attach to one of the lever
clamps. The 9R has a screen brace, which would probably make that
unsuitable, but looks like the perfect place to mount it; is there a
suitable mounting system?
Have a look for RAM mounts.
