Netting! Lots of netting, some cable ties, some fencing wire/thick nylon cord and some <insert metal of choice> struts.

Netting about 3 foot wide, braced at a 45 degree angle from the top of the fence.


So, each strut on a fencepost sticking inwards at aforementioned angle. Run the fencing wire around them. 3 Pieces will do it, woven through holes in the struts, top, middle and bottom. Then, run the netting around, and cable-tie the netting to the fencing wire/cords and struts at appropriate intervals.

Mogs from outside won't like walking or climbing upon it due to the flexible nature of the netting, and mogs on the inside will be defeated by the angle. Job done!

I think I'd need to see a photo. And I definitely need a plan B. How much of a hurry are you in?
