There are many different ways of achieving PR. Some would give local

The report was commissioned by the highly regarded Joseph Rowntree
Foundation.
The recommendations are based on three major shifts in political
practice:
· a rebalancing of power away from the executive and unaccountable bodies
towards Parliament and local government;
· the introduction of greater responsiveness and choice into the electoral
and party systems;
· allowing citizens a much more direct and focused say over political
decisions and policies.
The recommendations don't specifically call for PR but say that it should
be considered as a replacement for the existing system, which, to
paraphrase, is the root cause of increasing disengagement with conventional
politics.
