[1] the drive is re-partitioned and I only really want to reinstall the
C drive

If you're lucky. Personally I wouldn't take the risk of it blitzing the
partition table and would back up the other partitions to something

Probably. Personally I've seen all sorts of odd things on Dell driver
disks.

You'd be better (IMHO) using a proper Windows disk.
