I know of IT personnel in a certain NHS Trust who had to undertake
training in some areas in order to pass the ECDL. How on earth
someone employed within IT doesn't have the basic knowledge in
hardware and software in order to pass such a simple test is beyond
me.

I've been involved in computers for 25 years, programming, building,
word processing, networking, playing games, scientific reaearch;
mainfraims & dumb terminals, supercomputers, PCs, bare boards, mobile
devices; and lots' of other stuff I've forgotten about.

However, I've seen[1] basic IT related courses (IT for business
studies, IT for accountants, IT for law students, GCSEs...) that I'd
need to study for to get a decent mark.

I'd have to know what an HDU was[2], I'd have to know that their
definition of an OS was "The low level software that boots a computer
and provides the GUI environment in which applications run", and a
hundred other things to do with databases, and networking, and
peripherals, etc, that are (a) complete and utter bollox[3], and (b)
required to complete the exam/course-work.

The other thing is, IT is a huge and disparate thing and most courses
in IT try and cover them all. It would be completely unsurprising for
an expert in one area to not have the slightest clue in another.

[1] because every bugger says "Simon, you know about IT, can you help
me with..."
[2] Hard Drive Unit - the PCs' case, FFS.
[3] or just 20 years out of date
