Presumably into the local ethernet port on the modem.

The WAN port is highly unlikely to be ethernet - most likely to be
PPPOE (PPP over Ethernet - but isn't compatible with standard ethernet)
or PPPOA (PPP over ATM - certainly not compatible with ethernet!). It
may even be a DSL-standard port (in which case it will never work when
connected to an ethernet port).

Link lights are not necessarily an indication of it working..

Does the linksys have a 4-port hub/switch built in? If so:
Plug TW router into one of the 4 ports and plug PC into another (or
communicate via wireless). On the PC configure the default gateway to
be the linksys and tell the linksys that its default gateway is the TW
modem.
