Do the experts in this group have any suggestions about what order to
replace things? Or do I just sling the mobo & processor and get
another one? If so, recommendations for a board/processor combination
for no more than 300 quid?
Thanks for the suggestions guys.

Have you tried resetting the cmos? Usually there is a jumper on the
motherboard for doing this. If you are unsure where this jumper is then its
easier to first unplug it from the mains then remove the lithium battery (2p
sized) from the motherboard for about 10 mins. This will reset it. *If* it
reboots it may go straight into the bios screen. Find the bit which says
'Load Optimized Defaults' and hit enter, you may also have to reset the date
now aswell. Then 'Save and Exit'. Hopefully this should get windows to
load. The bios may need a further fettle to get it working as it was.
CPU and mobo for £300 - I'd say Socket939 opteron144 and a decent
nforce3(AGP) or 4(PCI-E) s939 mobo. You should be able to get that for £230
easy.
