The only bit of law that *isn't* clear is if the 33bhp is measured at
the crank or the wheel.

with you license you are sent off to an MOT station to show otherwise.
The grey is introduced by F1 international who lie, and bike shops who
go along with it because it allows them to sell washes for £250.
Both F1 and bike shops fold when you ask them what legislation requires
a certificate.............
After investigating this in detail I fitted an OE yamaha 33bhp kit to a
mates bike.
You *do* need to ask your insurer what they require, of course.
