OT foak broadband providers

Requirements:
1 Static ip address (for mail server to send emails to AOL who have
stopped accepting messages from servers at dynamic ip addresses. Sons
of bachelors they are.)
2 Reasonable upload speed (512k ish or higher)
3 Reasonable download speed (tbh I was quite happy at 2Mb, but
obviously quicker is probably better for working from home...)
4 An ISP I can actually talk to rather than having to contact via a
web site feedback form' that generates an automatic email to me saying
'we have received your feedback' and then nothing else.
Curently using cable with blueyonder, who refuse categorically to give
me a static ip addres unless I 'upgrade' to being a business customer,
whereupon they'll charge me £300 for installing a new cable modem and
router, then £70 per month for 4Mb download speed. <expletive deleted>
Are there other cable people or will I have to go to ADSL? (SDSL is
probably not worth it.)
I've heard good things about zen, but they are hugely more expensive
than most of the other ISPs seem to be.
Any suggestions (other than 'don't be a pikey') gratefully received.
