Almost. The 8088 was internally identical to the 8086, but it only
presented an 8-bit data bus to the outside world (it may have multiplexed
the address bus into 8 bits too, I don't recall the detail there). IBM
went with it for the PC because it saved a few bucks in buffer chips and
so on. Strangely, PC work-alikes with a "full" 8086 were not very
popular. The 80186 was never popular[1], but the 80286 took off when IBM
used it in the PC/AT.

[1] It was a bit odd-ball, had integrated memory management or something.
