Ah ... but it says "humour with" ... and the charter says *about* ...

so the newsgroup line suggests this is a *joke* group and the
charter says, to my reading, quite something else

For some time the use of the two words 'Discussion of' were frowned upon
in newsgroup lines because they were felt to be superfluous since all
newsgroups were, by definition, used for discussion. So you could read
the newsgroups line as

uk.rec.humour Discussion of humour, with a UK perspective.

The newsgroups line is definitive - note it says 'with' not 'from'. The
charter is meant to be funny.

Some people in Usenetland also thought that you could limit the
readership of groups to a geographical region ie that uk.* groups were
for people living in the UK. This is nonsense of course but if the
group is predominantly used by people who live, work or have an interest
in the UK, then that alone is sufficient to provide UK perspective. In
reality, of course, simply posting jokes, especially Merkin jokes, won't
do this.

But the lines are fuzzy. Supposing a regular of the group, who happened
to be an American, posted an American joke just because he or she
thought we, the Brits, might connect with it? I'd have hard job saying
that it was off topic.
