It's just a matter of doing what they do and shift around to another ISP in a matter of minutes.
Just keep plugging away. Eventually people will learn that going online with a pc that isn't 'online-worthy' gets them into trouble. Hopefully, for their sakes, they'll find out before they become id-theft victims. Sooner or later the message will get through to enough people to render newsgroup flooding of this type no longer worth the time and trouble. Perhaps there'll even be a few convictions of people who do it (either knowingly or unknowingly through unprotected pcs). Persistence, time and patience are all that are needed.
It's a little like driving a car that isn't roadworthy. Eventually they get caught even if they haven't caused a disaster (personal /or/ involving other people).
