The problem with this condition is that it is possible to spend pots doing
all kinds of tests with a high probabilty that it will make no difference
whatever to the outcome. Meanwhile the horse is still suffering and the
likelyhood of someone will get hurt increases with each passing day.
When it's that severe, there really isn't any choice.
