You are not looking at it from a practical POV. AIUI the purpose of
rear fogs is to make oneself easier to see for drivers 'approaching'
from the rear.

Yes, precisley. When that driver is then aware of your presence, they need not drive any closer.

I don't see the logic of that if a vehicle is already following at a reasonable distance. If you are, then by definition they 'are' driving to suit the conditions.

Std rear lights are easily seen by a following driver, once he has
caught up.
In fact, IME even in thick fog you can usually see the vehicle
itself, even when following at a safe distance.

In thick fog, the vehicle ahead may be invisible just 10ft ahead.

If it's that thick speeds will be down to single figures. 10ft could be a safe distance at walking speeds.

And, if the fog is thick, presumably you will be driving fairly
slowly, so there will not be that great a gap between you and a
following vehicle. Certainly not enough to say the driver will not be
dazzled by your fog lights.

If the driver is dazzled when fog lights are used in the correct conditions, they are driving too close.

Sounds like you are just repeating a mantra. That doesn't mean it's necessarily true.
