bring the insurance quote down, often considerably? The other driver
will perhaps drive my car once in a blue moon, so I don't really get
why it makes such a difference. Am I being somehow fraudulent to add
my partner on, when she's unlikely to do many miles in it? What's the
insurance companies' thinking behind this?

I'm currently buying another car, I've spent hours on websites entering minute trivia of my life over and over again and had quotes varying by several hundred pounds for the same set of questions, furthur it seems that many companies are in fact Brokers larger insurance companies, this is not necessarily made plain.
Surely if it is such a competative market, given the minute detailed information required, one would expect the quotes to be broadly similar. I could see a few quid difference but 450+ pounds WTF?
I'm sure they at the end of the electronic trail they have a couple of guys behind a desk making up numbers as they go along.
