You're serious that the weight WITHOUT BATTERIES is the relevant one for this? That's utterly barking.

It's a pragmatic definition of unladen weight - otherwise manufacturers would submit a vehicle with tiny batteries/fuel tank, and sell an optional 'long-range' pack. Using the unladed weight might be barking.

I've not looked into the C&U as applicable to electric-onlies, but for powered bicycles, there are definitely very different regs there. An electric bike with the same power as my VeloSolex would be an "assisted bicycle"

Irrelevant. It's got an ICE, therefore comes under motorbike rules (moped since it's under 50cc and 30mph)

An electric bike with the same power as your VS would not have an ICE.
