Not necessarily. Horse riders and cyclists use country roads as part of
their hobby rather than as a need to travel. I have no objection to any
other road user provided they obey the rules.

When I didn't have a driving license, I was a keen cyclist. I cycled
almost 100 miles a week, mostly for work commutes. That is about 50% of
what became my average weekly drive after I passed my test 15 years
later.
