Eh? If I need an official government form to prove ownership, then
my car is about the only thing I own! Should your TV and computer be
crushed because you don't have a V5 (equivalent) for them?
Just for cars. Few third parties have been killed directly by a TV.
And you need paperwork proving ownershipof , for example, guns.

Indeed. However, such determination depends on being able to trace
who owns a car if it is spotted on-road. Criminals generally don't
register their cars. I will shed no tears if the cars are then
crushed.
Ditto. Allowing a small amount of leeway to be certain it isn't an admin
error...or at least offering, say, Parkers A1 price+50% compensation if they
get it wrong?
What fines?
The fines accumulated by scrounging scum who decline to register their
vehicles and take advantage of it to accumulate traffic fines.
I know I traded mine in to a dealer and then got several tickets sent to me.
I passed them on to the dealer who grimaced and left to go and see the mate
he had lent the car to...
