single vehicle sale *must* be overseen by DVLA with huge penalties for non
compliance.......

Indeed. Any car not registered with its current owner should be crushed.
After all, they can't prove ownership. The driver of such a vehicle should
also be prosecuted for all the fines that have accumulated against it since
it was last correctly registered.
