He probably was being taught the meaning of "respect".
I'd be seriously disappointed if it was proved that an experienced
copper ever assaulted a member of the public, no matter how annoying
s/he might be.
But re-reading that report, is the loss of Mr Goodenough to society
likely to have a disastrous efffect?
