with pioneer, blaupunkt, grundig and vdo launching their own PND,
which is now the best buy among all European brands ?

Is tomtom still going to stay ahead of these guys ? afterall, the
companies that have started recently are much bigger names than
tomtom and garmin !!!

Which nowadays incorporate navigation systems anyway...

It's like saying Marconi would make a better games console than Sony
because Marconi are a market leader in telecoms equipment.

No it's not, in this case those companies already make OEM navigation
systems for car manufacturers. They are slowly realising that if they make
standalone units and sell them as aftermarket they can make them much
cheaper because they don't have to meet the automotive reliability standards
dictated by the car manufacturers.
