On a lot of the entry slip roads on the M62 (liverpool bound) and M6
Northbound north of warrington, I've noticed they are starting to
install PT traffic lights (the lights are fitted but bagged, and the
signs are up but just say "parts time" with "traffic signals" covered in

I've noticed at the top of the slip road there is a new short grey box
fitted, it has a small satellite type dish on it. Is that for sending
traffic data back, or receiving signal change control messages, or both?

The dish is at the top of the slip, the lights are at the bottom.
I figured that, or maybe part of the national tracking network.
If it beamed a constant stream of plate numbers to the DVLA as they
enter the motorway (using the lights to control flow when there be too
much data for the connection to handle, rather than when the motorway is
too busy, me cynical), they can later check that against road tax and
insurance. And once the leaving sensor is in place, they could track
speed based entry and exit distances travelled.
