Which completely ignores the wide range of places where it can be
paid in seconds. If you're out for the night, you will
undoubtedly pass several shops where it can be paid.

Even if they were open at night, the transaction is not something
one should have to undertake there and then.

Come on, this isn't difficult. Why not just accept that the 22:00
deadline is unnecessarily unreasonable?

Why is it unreasonable to pay in advance? Say, at the same time as
one books the theatre tickets for example.

It isn't.

But the fact that people haven't done so does not make them fair
game for a rip-off, does it? Let them just pay the next day and
everyone's happy.

But what ever deadline is imposed they will always be those who will
whinge and say "Well another few hours/day/whatever isn't too much
to ask".

That's true. All the more reason to make the deadline reasonable
rather than unreasonable - and thus defensible in its own terms - in
the first place.

I'd say the end of most people's day is perfectly defensible.
