Not quite. The vast majority of captures will be of cars who have
already paid as before. I'm not proposing that the post 10pm penalty
is removed. This means that most people will still pay on the day to
avoid the 2 pound uplift.
Therefore, the only images that need to be stored are those of
possible offenders and late payers, which will not require a massive
increase in storage. The video of the vast majority of early payers
will be discarded. There would certainly be no need to store huge
amounts of unprocessed video at any time.
So you're going to be editing the video to strip out all the vehicles which
are legit, then storing the rest?
And you'll be processing several day's worth of tape in each evening run?
Indeed, I would be happy to see the 2 pound uplift increased slightly,
although there is no real reason to do so. My intention is not to
change people's habits s that they pay on the next day, it is just to
ensure that forgetfulness or force majeure does not result in a
disproportionate fine.
As Dave's said - the whole point of the CC is to make people THINK before
they enter the zone. Thinking about it afterwards is pointless - because
there's no point in any disincentive effect then.
